the easiest way to go is use Shining Light's prebuilt binaries

I guess you didn't quite go off-list :)
I build using Strawberry Perl without any issues. Perl is Perl as far
as OpenSSL is concerned. Strawberry also has a "Portable" version,
which is quite handy.
