Well, you would build it the same as for any Linux/Unix platform, as
described in the Security Policy:

and FIPS module User Guide:

  http://www.openssl.org/docs/fips/UserGuide-2.0.pdf

You can export KERNEL_BITS=64:

for 64bit code.
