Don't use the "shared" option for VC++ builds. If you want a shared library
(which is supported by FIPS) use ms\ntdll.mak and ms\nt.mak for a static
build.

You can also set the FIPSDIR environment variable to the location you want the
FIPS module installed and then avoid use of --with-fipslibdir later.
