That is an eight year old message for an obsolete OpenSSL version. There is a more current version OpenSSL v1.0.2m-fips binary for Win32 built with Visual Studio Community 2015, at: http://wiki.overbyte.eu/wiki/index.php/ICS_Download That does pass the self test.
