Are you (already) using 'config', & including the options:
./config \
--prefix=/usr/local/openssl \
--openssldir=/usr/local/openssl \
--libdir=lib64 \
-Wl,-rpath=/usr/local/openssl/lib64 \
...
Here, that configure & builds nicely without having to directly mod
Makefile.
