The instructions for getting set up to contribute to OpenStack in general are at https://wiki.openstack.org/wiki/How_To_Contribute (maybe you've already done that, I'm not sure).
As far as this specific change goes, I would have to understand more about what it is that you want added to give specific advice. If we don't have the tools to make the XSD, I'm not sure how we will ensure it is kept up to date with changes to the API.
