Looks like it's complaining because you changed nova.conf.sample. Based on the readme:
https://github.com/openstack/nova/tree/master/tools/conf Did you running ./tools/conf/analyze_opts.py? I'm assuming you need to run the tools and if there are issues you have to resolve them before pushing up your changes. I've personally never ran this though.
