One more thing: Rather than implementing and maintaining an entire new plugin, 
consider whether it might make sense to integrate as an ml2 MechanismDriver 
instead. The ml2 plugin's MechanismDrivers can interface with network devices 
or controllers, and can work in conjunction with the existing L2 agents if 
needed. See
