For now, nothing's changed. Neutron CLI emits this information to encourage users to use OSC. Although, it still supports existing commands, but won't add new features. Yes, Ankur Gupta is working on that [1]. It's initial version, so it can take some time to achieve feature parity between Neutron CLI and OSC, but the work is happening. Please remember, that even, when abovementioned change will be merged, it still needs to be released in new OpenStack Client. So it won't be immediately available.
