Versioned notification transformation

Most of the transformation patches are in merge conflict. There is a
patch to avoid such trivial merge conflicts in the future:

bp is a hard dependency for the integration work. Searchlight needs
instance.volume_attach and instance.volume_detach notifications to be
transformed before they can switch to the nova's versioned
notifications. So we treat those transformation patches with priority.
