The session for this recap seems to be closely related: http://lists.openstack.org/pipermail/openstack-dev/2017-May/117239.html In short, we said LTS is predicated on being able to skip releases when upgrading (otherwise you're potentially asking to incrementally upgrade through unsupported EOL branches which may themselves have untested upgrade bugs and bitrot).
