Hey Mistral team,

We had a release job failure for mistral-extra. The issue was caused by
something that has already been fixed in master (and stable/queens).

The root cause of the problem is the way that tox is using constraints. This
caused an issue during an attempt to create a source distribution that calls a
command similar to "tox -e venv -vv -- python setup.py sdist", which then fails
pip install due to a constraint being passed in to a local path install.

I have proposed a backport from the fix to master with this:

Unfortunately, we've now tagged the 5.2.1 release in git, but we are not able
to publish the release artifacts for it. We will need the above patch to land
in stable/pike, then a new 5.2.2 release proposed to get that published.

Please let me know if you have any questions about this.
