Having said that, we need the older version, how to configure devstack to use
openstacksdk===0.11.3 and os-service-types===1.1.0
You could try setting this in your local.conf:

GITBRANCH["python-openstacksdk"]=0.11.3
But I don't see a similar entry for os-service-types.
I don't know if ^ will work, but it's what I'd try.
