If by "the foundation" you mean the OpenStack Foundation then this isn't really their remit. You need invested members of the community at large to join you in taking up this challenge (as you've correctly noted elsewhere). While the foundation and other leadership bodies may occasionally find successful ways to steer the project as a whole, the community is made up of individual entities (contributors and in many cases the organizations who employ them) who have their own goals and set their own priorities. -- Jeremy Stanley
