I believe we're stuck for nova-powervm  and ceilometer-powervm 
until/unless nova and ceilometer, respectively, post releases to pypi. Is
anyone working on that?
Even then, I don't love what we've had to do to get this working for
networking-powervm , which is what we'd do for nova-powervm and
ceilometer-powervm as well once they're on pypi. When you consider master,
it's a really nasty hack (including a non-master version in
requirements.txt because obviously master can't be on pypi). It's better
than not testing, but if someone has a better idea...
And I'd appreciate -infra reviews on  since I have no idea how to ensure
that's doing what it's intended to do.
