There are some new features in Rocky [1] that involve resource provider aggregates for compute nodes which can be used for scheduling and will actually allow you to remove some older filters (AggregateMultiTenancyIsolation and AvailabilityZoneFilter). CERN is using these to improve performance with their cells v2 deployment.
