I think the documentation is missing <tenant_id> behind os-quota-sets/
It should be like curl -i -H"X-Auth-Token:$TOKEN" -H "Content-type:
application/json" http://localhost:8774/v2/<tenant_id>/os-quota-sets/<tenant_id>
