I see a subsequent nova-api log for a requested soft-reboot that gets a 409 response, presumably because it thinks it's still rebooting. Has anyone seen something like this before? I'm a bit surprised that there isn't an audit that cleans this up. They've been sitting like this for hours. Does that count as a bug? Presumably a power state of "RUNNING" should be enough to clear the task_state.
