You may have just mixed up the sections the options go in.
[libvirt]
# Libvirt domain type (valid options are: kvm, lxc, qemu, uml,
# xen) (string value)
# Deprecated group/name - [DEFAULT]/libvirt_type
#virt_type=kvm
So, the old option was:
[DEFAULT]
libvirt_type=kvm
The new option is:
[libvirt]
virt_type=kvm
