We’re running master on every patch set. What needs to be set in localrc?
Actually, I think I know what could be the issue (still need to confirm)


1.       devstack-gate/devstack-vm-gate-wrap.sh configures localrc

2.       We configuring the cinder backend in local.conf. We’re not setting 
CINDER_ENABLED_BACKENDS variable which stack.sh is looking at. [1]


Question: How do you configure devstack-gate/devstack-vm-gate-wrap.sh to set 
CINDER_ENABLED_BACKENDS in localrc?

​Update your devstack, it should be creating this for you.  There's a call in 
stack.sh to create_volume_types (which is in lib/cinder).  If this isn't 
working for you, double check your localrc setting.
