AFAIK cloud-init is not handling it ATM, while Cloudbase-Init supports it out of the box on Windows (and soon FreeBSD).
You need to deploy your instance with an SSH keypair and use HTTP metadata, required for POSTing back the encrypted password. It does not work with ConfigDrive.
