We need a spec filled out using the template in specs/graduation-template.rst and a blueprint registered under the oslo-incubator project on launchpad. After the spec is approved, the rest of the steps are detailed in https://wiki.openstack.org/wiki/Oslo/CreatingANewLibrary.
