Hmm, had the same issue like three hours ago but no longer now. Either DevStack was updated in the last hour/mins or my fiddling with cwd settings of my ansible scripts did the job, not sure which. If you're running stack.sh not manually but scripted check your environments cwd settings, is my hint.
