Sounds like subnet allocation with the associated quota mechanism would fit the bill here. In fact, subnet pools were designed with exactly this kind deployment in mind. This is exactly where I was thinking of going with this. I think Ryan is going to -- or has already -- made subnet pools mutually exclusive with the allow_overlapping_ips=False because I didn't even want to think about making the two modes interoperable. It sounds like that might be an acceptable thing to do given this feedback.
