P.S: The frustration builds up here, as that's a reoccurring issue. It'd
be nice to not just add anything to the global-requirements.txt without
further checking of licensing, and that the stackforge repository is
properly tagged as well...

A week after this message, nothing has been done. Could someone pick-up
the issue and fix it?

I wanted to file a bug, but I was confused: which package should I use
to report the issue? Horizon?
