Well, not as a git hook but we would likely run it as a CI job in zuul's post pipeline. I've got some initial ideas on the controls we'll need around the job worker and how we'll maintain the signing keypair, so am happy to work with someone on the implementation (or do it myself if I can find sufficient free time).
