To clarify, the [all] tag is actually a shortcut to identify "Cross-project coordination" topics (see http://lists.openstack.org/cgi-bin/mailman/options/openstack-dev for details). The people who engage in these threads are generally going to be those who are up to speed on/interested in cross-project efforts and concerns, attend the weekly cross-project meeting (today at 21:00 UTC!), sit in on cross-project sessions at the design summit, review and/or implement specs proposed to the openstack-specs repo, et cetera. While I really wish cross-project discussions were of interest to "all" subscribers on this mailing list, that's unfortunately not likely to ever be the case.
