To clarify, the [all] tag is actually a shortcut to identify
"Cross-project coordination" topics (see
http://lists.openstack.org/cgi-bin/mailman/options/openstack-dev for
details). The people who engage in these threads are generally going
to be those who are up to speed on/interested in cross-project
efforts and concerns, attend the weekly cross-project meeting (today
at 21:00 UTC!), sit in on cross-project sessions at the design
summit, review and/or implement specs proposed to the
openstack-specs repo, et cetera.

While I really wish cross-project discussions were of interest to
"all" subscribers on this mailing list, that's unfortunately not
likely to ever be the case. In that regard, its official subject tag
may be slightly misnamed.
