If Canonical and Ubuntu still work the way they worked when I was involved, then yes and no. The initial patches still happen upstream, in trunk. But the difference is the backporting can't happen upstream in stable branches after EOL, because those branches are shut down. That seems a shame, as the community at large would likely be better served if the vendors can continue to land their stable patches for as long as they're working on them.
