Please read Heat documentation page:
http://docs.openstack.org/developer/heat/getting_started/on_devstack.html#configure-devstack-to-enable-heat

In your case it looks like you use localrc for new version of
devstack, so you need use local.conf file instead.

If it will not help you will need provide some tracebacks from
corresponding Heat services with mentioned errors (tracebacks
mentioned by you just say, that it's not running without any
additional information about root cause).

Also I suggest to use https://ask.openstack.org/en/questions/ for such
questions ;)
