Hi all.

This mail is announcement of changes in heat-specs repository, which were
*partially* discussed on the last Heat weekly meeting.
There are following list of planned changes:
 - Create one main directory for all specs with name, e.g. scope
 - Move all not implemented specs from previous releases to this folder
   (For supporting old links, original file content in release directory
will be replaced by link on file in scope)
    Other implemented specs will be leaved without changes
 - For new release will be created pattern with on file, which contains
links on specs, which was implemented during the corresponding release
cycle.
 - For specs in "scope" directory will be added extra option like: "Feature
health" with possible values:
   Introduced/Implemented

So new approach for publishing specs will be look like:
 - create new spec in "scope"  directory with "Feature health" equals
"Introduced"
 - when it will be implemented "Feature health" should be updated with
status: "Implemented" and
   link on this spec should be added to the file for corresponding release.

Heat team, please review introduced changes ^, because I have added couple
notes, which looks reasonable for me.
