The error says almost it all, you are using the agent_ssh driver and it does not support deploying partition images (meaning that it will not partition the disk for you). When using that driver you should use a whole disk image (an image that contains the partitions and a booloader installed on it). If you want to use a partition image you can use the pxe_ssh driver, it does supports both types of image. Also, there's work being done in a project called ironic-lib[0] which is re-factoring the code that the ironic-conductor use to partition the disk so it can be shared with the IPA ramdisk (that will be used by the agent_ssh driver to partition the disk in-band) as well.
