OpenStack *maybe*. The API Working Group is focused on API design and consistency in OpenStack APIs. WSGI is not something that the Working Group concerns itself with. OpenStack uses webob and other frameworks that are thin wrappers atop WSGI and might be interested in it. That discussion, however, talks about retaining easy compatibility with HTTP/1.x which is likely where OpenStack will stay for the foreseeable future. Most of the benefits of HTTP/2 may not be something OpenStack will care about for a while. So while OpenStack may not be concerned with the HTTP/2 portion of WSGI 2.0 they may be concerned with fixing bugs produced by design decisions and contributing use-cases/feedback on proposed designs.
