django_compressor 2.0 was released today which drops support for
django<1.8 which is what stable/kilo g-r has django capped at, so
horizon fails to install in kilo which breaks kilo jobs and grenade jobs
in liberty.

I'll babysit the reqs sync to horizon in kilo tonight which should then
free things up again.
