We are no longer using Launchpad for tarball distribution. You should
now follow links from:
http://docs.openstack.org/releases/
That will ultimately link to https://tarballs.openstack.org.
We are working on moving all that to https://releases.openstack.org and
implement artifact GPG signing as well.
