The second summit in San Antonio was great since most people in OpenStack at the time worked for Rackspace, and that's where the mother ship is located. But after hearing the problems of flying to SA from, say, Japan, it was decided to keep the summits at coastal cities in the US, alternating east/west. But now that the summits have grown to be so huge, the flight savings have been overwhelmed by the hotel costs in most cases.
