The code to install ansible exists before things like global

Assuming tests patch I'll fast approve this through to get people up and
running. Most of infra is at the meetup and not around to review patches.
This has been reported to upstream ansible, reproduced, and a patch has
been produced that fixes the issue.
The patch will be included in 2.0.2 when it is released.
