:-) Yeah, using neutron flavour can solve the problem to some extent. According to https://review.openstack.org/#/c/310667/(maybe you already have some discussion in Summit), octavia will be standalone service in future, a long term roadmap, we should support this capability with or without Neutron. I am willing to do some PoC and contribute that to upstream.
