I'll try to explain it better.
As reported in the Fuel documentation "Internal networks include Storage,
Management, and Admin (PXE) Fuel networks. Internal network connects all
OpenStack nodes within an OpenStack environment. All components of an
OpenStack environment communicate with each other using internal networks".

In fuel-ui, tab "Networks" section "Neutron L3" you are going to define the
parameters to the admin tenant network. Basically Fuel creates a private
(aka tenant) network for the admin tenant with those parameter.

For that reason I think that the usage of internal network in the fuel-ui
is wrong (for sure the related description), because the user is not going
to configure a network that "... connects all OpenStack nodes in the
environment."
