Right, the fix is two-fold: 1. constraint gate with upper-constraints (done for both stable branches); 2. exclude Flask 0.11 from global-requirements.txt (landed in stable/mitaka, landing in stable/liberty); 3. once ^ is merged, sync exclusion into octavia (landed in stable/mitaka; waiting for stable/liberty); 4. fix breakage with Flask 0.11 (landed in stable/mitaka, stable/liberty in progress).
We experience a problem in stable/liberty landing a fix for Flask 0.11 (point 4. above): https://review.openstack.org/#/c/324312/1 That seems to be unrelated to Flask issue, but is a backwards incompatible change in taskflow 1.32.0+ that broke unit tests for Octavia.
