Now that we're past n-1 for Newton it's time to do a 13.0.1 point
release for stable/mitaka. There are several changes with a +2 that need
final approval:

So let's push through what's there now and I'll plan to get the mitaka
release request into the release team tomorrow or early on Thursday.
