For more isolated projects that can be used standalone I have a slight preference for sub-teams. I recently proposed this for os-net-config: https://review.openstack.org/#/c/307975/ If we think tripleo-validations is more of a "TripleO" thing and won't be useful outside of TripleO proper then I think adding them to tripleo-core is probably fine. If our intent is to make this a generic set of validations then perhaps a subteam makes sense.
