About the only thing the openstack- prefix gets you is that the Infra team has some control over that channel namespace in Freenode, so that if all your channel founders disappear we can work with Freenode staff to regain control of the channel on your behalf. However, this can also be accomplished by granting our openstackinfra account founder permissions[1] and adding your channel to our accessbot config[2].
