Then I found /usr/share/tripleo-image-elements/rdo-release/environment.d/10-rdo-release- name.bash and /usr/lib/python2.7/site-packages/tripleoclient/v1/overcloud_image.py in the undercloud VM had Kilo instead of liberty.
