My interpretation of the guidelines was that those channels are reserved for official OpenStack projects (projects included in governance projects.yaml) only, so until we regain that status I was planning on holding it in the project channel. If this isn't the case and we can use the openstack-meeting channels then that would be ideal for the reasons you've stated plus we have to move to them anyway once you are accepted into the governance project list so it would be one less thing to redo later. I will look into this further and if we can use the openstack-meeting channels then I'll aim to make that the home for our meetings.

The main value of using the opentack-meeting-1-4 channels is that a lot of people are in those channels, and it is easy to ping an individual in a broadly represented channel for cross-project issues rather than a project-specific channel.
