I see this CI voting -1 for all patches for silly reasons like "Temporary failure resolving ‘apt.ir.intel.com'": http://intel-openstack-ci-logs.ovh/08/360908/31/check/tempest-dsvm-ovsdpdk-nfv-networking-xenial/bbf9f86/console.html I suggest we disable votes for the setup until it’s fixed.
