I've added an account with the requested full name and public key,
and with redhatci as its SSH username. I converted the PEM-format
public key you provided with...
ssh-keygen -f pubkey.pem -i -m PKCS8
If you encounter any trouble authenticating with it, please try the
same transformation and test with an OpenSSH client using that in
your id_rsa.pub to confirm it's correct.

Yes, we may be able to do some REST API things when we eventually
upgrade to a newer Gerrit, but for now you need to use the SSH API
instead.
