It's worth noting that these channels already exist, but to register them with Freenode requires intervention by the OpenStack Infrastructure team for approval. We've previously concluded that we'd rather avoid running the bots we manage on channels which aren't registered (both so that we can get access from channel founders to troubleshoot and also in the event that a project enters incubation or becomes an official part of OpenStack and needs us to take over founder roles).
