Don't want to continue with the jeepyb work if we will switch to a
Gerrit-SB plugin solution.
Personally, I think jeepyb is useful in its own right, with or without
Storyboard, so I hope by "deprecation" Khai means just not using jeepyb
within the OpenStack CI platform, and not getting rid of jeepyb.
