Is this a request to update the ssh public key for the sheepdog-ci third
party testing account? If so we are pushing for third party testers to
use the new self service account process to create a new account that
they can manage themselves whenever requests for updates that require
Gerrit admins come in.

The process to create a self managed account can be found at
http://ci.openstack.org/third_party.html#creating-a-service-account.
