I completely forgot about that RFP, thanks! I have resurrected it is an
ITP and made myself the owner.
You might also consider doing it with the help of the Python
Applications Packaging Team (PAPT):

I am not sure I am going to be a fan of using subversion and a post
commit review workflow. I am much more confident using Gerrit.
